WASHINGTON—The Obama administration has unveiled a comprehensive strategy for combating wildlife trafficking in hopes of curbing illegal poaching ( 偷猎 ) that is threatening to wipe out elephants, rhinoceros and other endangered species in Africa. The document issued Tuesday places an almost complete ban on the ivory trade in the United States. At the 2014 New York Auto Show many automakers unveiled electric or hybrid vehicle to address the growing global appetite for environmentfriendly cars. While some technological challen-ges remain, the market is heating up.

A hydrogen fuel cell vehicle from Toyota converts hydrogen into electricity, has a smooth ride, strong acceleration, and leaves no carbon monoxide behind. “We think that hydrogen is the future of electric vehicles because they're so much more convenient, ”said Toyota's Wade Hoyt.“And the way it works is that the hydrogen wants to combine with the oxygen in the air. It forms H2O, which is water vapor, is the only exhaust, so it's a true zero emissions vehicle. And you get electricity out of that combination. ”

Many manufacturers are now producing hybrids and electric vehicles. Ford has unveiled an all-electric Ford Focus and Chevy is touting its environment-friendly Volt. While electric cars are easy on the environment, they can also offer strong performance. Tesla's has ferocious acceleration, pushing the car from zero to about 100 kilometers per hour in three-point-seven seconds, with a top speed just over 200 kilometers per hour. Electric motors deliver strong acceleration because they offer more torque than equivalent gasoline engines. That is why luxury brands, like BMW, are experimenting with this new technology.

But the switchover from gasoline is an evolutionary process, says James Bell of General Motors.“I think the mistake that many people in the industry and in the media maybe thought — when the Nissan Leaf came out or the Chevrolet Volt —was that suddenly people would drop their gasoline cars and rush for them. No, it's not that way, ”he said. “This is going to be a slow evolution, but it's also a Pandora's box moment. It's not going to go back in. Electrified vehicles are the way to meet those emissions in the future. ”

Alternative fuel vehicles account for just one million cars were produced worldwide annually.But in 2013 the number of hybrid and electric cars doubled. 近期,国内各地虐童、伤童案件频发。2013年10月,辽宁沈阳一名10岁男孩被母亲的男友残忍砍下右手,并丢进电热水壶中烹煮。11月7日,浙江金华一名女子因家庭矛盾将汽油灌入亲生儿子口中,并在与丈夫的推搡过程中点燃汽油,孩子最终因伤势过重离世。而11日,又有媒体报道河北一名8岁男孩被喝醉酒的父亲割喉,紧急送往医院抢救才脱离生命危险。

惨剧发生后,很多网友非常愤慨:“太残忍了!还有人性吗?”还有不少网友表示,以儿童为对象的恶性伤害案件,给社会带来的伤痛更甚于一般案件,对这类案件频发应当反思,检讨儿童保护机制的不足。这一系列虐童、伤童事件,让防止儿童被虐待问题再次引发关注,如何让孩子远离暴力与伤害成为不可忽视的问题。

上海社科院青少年研究所进行的多次抽样调查显示,儿童在家庭内遭受家庭虐待的比例在3%~5%之间。上海社科院青少年研究所所长杨雄表示,这一数据是一个比较保守的数字,针对的是比较严重的暴力虐待行为,实际上如果将打骂、忽视等行为也纳入虐待范围的话,儿童受虐待情况会更加严重,应当引起全社会的高度关注。

对于接连发生的虐童事件,长期从事儿童反虐待研究的陕西省人民医院儿科主任焦富勇认为,对儿童虐待和忽视历来是

一个重大的全球性社会问题。尽管目前我国在儿童的物质条件、医疗保障和教育方面都取得了显著成绩,但不可否认受虐待与忽视、被体罚等现象仍时有发生。

焦富勇介绍,目前针对儿童的虐待主要分三种类型,包括身体虐待、性虐待与情感虐待。其中身体虐待是中国很多孩子都经历过的,也是司空见惯的现象。而性虐待随着人们对这一问题的重视,发现的案例呈现逐年递增的趋势,其造成的伤害更甚于身体虐待。情感虐待则表现为日常生活中对孩子讽刺挖苦甚至辱骂,从而造成孩子不同程度的心理障碍。【资料2】

记者了解到,虐待儿童现象的成因较为复杂,其中一个重要的原因在于“不打不成器”的传统观念作祟。“中国人有个传统观念,孩子是我的,我愿打就打愿骂就骂,甚至认为打孩子就是对的。同时许多自古流传下来的教育孩子的方法很落后很不科学,比如打手心、打屁股、罚站等,但很少有人考虑这些行为所带来的严重后果。2010年西安市就发生了一周内两名孩子被父母打死的事件,父母有时下手没有轻重就可能出现惨剧。”焦富勇说。

杨雄认为,我国尚未建立具体可操作的法律体系和完备的儿童服务体系应对儿童虐待问题。现实中,出现问题时往往只能从思想上教育父母,而无法启动司法程序依法剥夺并转移不合格父母的监护权。即使剥夺了父母的监护资格,孩子由

谁监护也是问题,还没有机构和机制来接收受虐儿童。陕西省律师协会未成年人权益保护专业委员会副主任王江涛说,目前我国的刑法中没有独立的虐待儿童罪的罪名,已有的虐待罪入刑门槛过高,需要被害人向法院主动提出控告,但儿童很难具有这方面的行为能力。另一方面,作为监护人的父母往往是虐待行为的实施者,很难启动主动控告的程序。

鉴于越来越严重的虐待儿童问题,目前国内已有一些民间公益组织和个人从事儿童反虐待工作。作为专门从事防止虐待儿童工作的非营利公益性组织,也是专为受虐儿童提供免费诊断和治疗的机构,西安博爱儿童虐待预防救助中心自2006年1月成立以来,共治疗遭受虐待与忽视的儿童、父母服刑儿童、残疾儿童、流浪儿童等弱势儿童超过4800人次。据兼任中心主任的焦富勇介绍,救助中心长期以来一直受到经费的困扰,很多工作人员都是志愿者,这些因素都阻碍中心进一步发挥作用。

有关专家认为,要减少虐待现象,需要全社会共同的努力。“儿童虐待救治工作要深入系统开展,就需要由国家牵头,成立相关的专业部门专门从事这项工作,国家层面可以建立儿童虐待防治机构,政府要重视保护儿童的公益事业,在政策、资金等方面鼓励民间组织参与。”焦富勇说。

王江涛建议,从法律角度可考虑单独设立“虐待儿童罪”,改

全国妇联与联合国儿童基金会于2013年12月4日联合举办主题宣传活动,呼吁全社会共同行动,停止对儿童的暴力,促进儿童保护。全国妇联书记处书记谭琳指出,我国儿童保护工作还存在不足。从观念上,“儿童优先”的理念尚未在全社会得到充分理解和自觉实践。大量隐形的针对儿童的家庭暴力、校园暴力等现象没有被发现和报告,专业性儿童社工服务不健全,使受伤害儿童难以获得专业服务。
