所谓课程资源, 是指课程设计、实施和评价等整个课程教学过程中可利用的一切人力、物力以及自然资源的总和, 包括教材、教师、学生、家长以及学校、家庭和社区中所有有利于实现课程目标, 促进教师专业成长和学生个性全面发展的各种资源。[1]通常情况下, 课程标准和教科书是基本而特殊的课程资源, 他们有相当大的特殊性, 很大程度上反映着国家的意志, 代表了国家对于基础教育的基本要求, 是政策性很强的课程资源;而教师是最重要的课程资源, 特别是在基础教育中, 学生是核心, 教师是课程教学的实践者, 是帮助学生全面发展的促进力量;同样, 学生也是课程资源的重要构建者, 在学习活动中, 他们的经验、智慧、问题和困惑等一旦进入教学过程, 就会发挥着重要的作用。

《基础教育课程改革纲要 (试行) 》要求积极开发并合理利用校内外各种课程资源。学校应充分发挥图书馆、实验室、专用教室及各类教学设施和实践基地的作用;广泛利用课外各种社会资源以及丰富的自然资源;积极利用并开发信息化课程资源。[2]而要想成功的开发和利用课程资源, 首先要对课程资源的实际情况有明确的认识和了解。

二、关于主要课程资源项目的调查报告

笔者于2009年9月响应西安市教育局的支教号召来到了临潼区下和小学, 成为该校的一名英语教师。下和小学是一个总共有六个年级六个自然班、外加两个学前班的农村小学, 全校学生人数170人左右, 全校在册教职员工15人。为了充分了解学校现有的课程资源, 更有效地进行教学活动, 笔者先后对学校教师、学生、学生家长进行了一系列的问卷调查。因为种种原因, 农村小学的课程资源在某种程度上与城市小学是有差距的。为此, 笔者选择西安师范附属小学 (简称西师附小) 作为对照学校, 也对相关的课程资源进行了问卷调查。在对城乡小学相关课程资源的数据分析对比中, 笔者发现了一些亟待解决的问题, 进而试着探讨可行的理论解决途径。

(一) 英语课程设置情况调查对比

相关政策规定, 在我国当前的初等教育课程体系中, 语文课程、数学课程、外语课程属于核心课程, 其余课程为普通课程。根据《教育部关于积极推进小学开设英语课程的指导意见》 (教基[2001]2号) (下简称《指导意见》) , 推进小学开设英语课程的基本目标是:“2001年秋季始, 全国城市和县城小学逐步开设英语课程;2002年秋季, 乡镇所在地小学逐步开设英语课程。小学开设英语课程的起始年级一般为三年级。各省、自治区、直辖市教育行政部门可结合实际, 确定本地区小学开设英语课程的工作目标和步骤”。[3]而在《小学英语课程教学基本要求 (试行) 》中规定, “小学英语课程开设的起始年级为三年级。为保证教学质量和教学效果, 小学开设英语课程应遵循长短课时结合、高频率的原则;保证每周不少于四次教学活动。三、四年级以短课时为主;五、六年级长短课时结合, 长课时不低于两课时。”[4]

从表1可以看出, 下和小学在课程设置时, 英语是从三年级起开设的, 但3~6年级每周都只开设两个短课时共80分钟, 这一设置似乎把英语归于了普通课程。而西师附小因为有充足的课程资源, 从《指导意见》出台时起就开始从小学一年级开设英语课, 周课时数平均达到了4课时。当然, 两校之间的这种差异是有现实原因的。在2010年之前, 临潼区小学毕业生在毕业时统考科目只有语文和数学, 因此在学校相关领导、教师、学生和家长看来, 英语是副科, 一直都不太重视。因为课时太少, 教师每次上课只能较详细地处理“Let’s talk”“Let’s learn”“Read and write”这三部分, 其他的练习部分往往无暇顾及;由于教学经费紧张的原因, 学校给教师配发的也只是一本课本和练习册, 其他相关教学资料一概没有。此外, 因为课时的原因, 与教材配套的教师用书也显得没有多少指导价值。在笔者的提议下, 学校购置了教学磁带, 录音机是笔者从原学校借来的。学校这种客观情况对教师钻研教材和重新建构教材的能力提出了很高的要求。《指导意见》同时还指出, “三、四年级的期末或学年评价基本不采用书面测试方式, 应采用与平时教学活动相近的方式进行, 通过对学生的观察和与学生交流等方式评价学生。五、六年级的期末或学年考试可采用口笔试结合的方式。口试要考查学生实际运用所学语言的能力, 考查要贴近学生生活。笔试主要考查听和读的技能。”[3]但从表1中可以看出, 下和小学的教学评价方式显然与《指导意见》不符。

(二) 英语教师资源情况调查对比

关于如何加强小学英语师资队伍的建设, 《指导意见》明确地指出, “加强小学英语师资队伍建设, 是提高小学英语教学质量的基本条件。目前, 要重点搞好小学英语骨干教师和辅导教师的培训工作, 以解决小学开设英语课程的急迫需要。可开展转岗培训, 对具有一定英语基础的在职小学教师, 通过培训合格后, 可转岗从事英语教学或兼职承担英语教学辅导工作。各级师范院校、教师进修院校、中小学教研室要在当地教育行政部门的规划和指导下对在职小学教师进行培训。”[3]

在笔者来校支教之前, 下和小学实际上没有一位专业的英语教师, 但各年级的英语课一直有人上, 代英语课的老师还不是完全的转岗教师, 一般是稍稍有点英语基础的班主任兼职代课;如果班主任不行, 便由其他任课教师代, 但同时也得代他们一直带的语、数等相关课程, 故其教学重点很难集中在英语方面。相对来说, 任教水平及能力较强的应是学校现任教务主任靳老师, 专业语文教师, 六年级班主任, 曾参加过西安市英语骨干教师的暑期培训, 兼教自己班级学生的英语, 另外一位参加过培训的教师到目前为止笔者一直未能见到, 据说在休产假, 但这两位教师上学时学的并非英语教育专业。其他“准”英语教师从未参加过任何市级以上相关的英语培训或学习, 因此这类教师所能做的只是简单的词汇、对话的领读和翻译工作, 像此类短语“It’s time to...”和“It’s time for...”的区别往往无法给学生解释清楚, 至于选用恰当的教学策略, 钻研教材, 重新调整、建构、创造性地使用现有英语教材等专业性能力更是无从谈起。相对而言, 西师附小在英语教师资源方面是有很大的优势的, 所有任课教师都是英语专业本、专科毕业生, 大部分都参加过上一级的业务培训学习, 他们的实践教学能力都是很强的, 相关的科研意识也要强于下和小学的英语任课教师。教师基本情况对比见表2。

(三) 家长学历情况调查对比

笔者曾以问卷的形式对下和小学3~6年级学生的家长, 西师附小3~6年级 (1) 班的学生家长分别进行了调查, 调查项目包括家长的学历、英语水平、辅导孩子英语学习的时间和能力、对孩子英语学习的期望以及自己对英语重要性的认识等10个方面。在此只列举对两校三年级家长有关知识水平即学历这一项目的调查结果。 (下和小学三年级总共有33名学生, 收回问卷28份;西师附小三年级一班总共有学生44人, 收回问卷41份, 均为有效问卷, 见下页表3。)

通过综合对比笔者发现, 家长的学历和知识水平决定了其对孩子英语学习的重视程度及相关项目的认识。学历越高的家长, 对英语的重要性越明确, 对孩子的英语辅导抓得也越紧, 当然相应地对孩子在未来英语能力的发展方面抱的期望值也就越高, 这一切在城市学生参加校外英语辅导班这一现象上得到充分的体现;相反, 下和小学大部分学生家长因为自身文化水平不高, 虽然受整个社会经济和文化发展的影响, 也觉得英语很重要, 但是在孩子学习英语方面却爱莫能助。三年级有一位家长竟然在问卷的建议栏里写“希望老师上课多讲汉语”这样一句话。经过一学期多的教学实践, 笔者深刻体会到大部分家长对孩子英语学习的漠视。因为考虑到种种无奈的现实原因, 一般情况下每周五笔者会给学生布置抄单词的家庭作业, 但往往会有不少学生忘记写作业, 这与学生没有养成写英语作业的习惯有关, 同时与家长的不督促也有很大关系;本学期笔者曾给每位家长捎回一封“致家长信”, 建议家长督促孩子做英语作业, 同时欢迎家长来学校与教师探讨孩子学习英语的相关问题, 在后来学校召开的全校家长会上, 笔者又重申了家长在孩子学习英语方面能做些什么, 该做些什么, 并再三恳请家长能重视孩子的英语学习。这样不断的努力收到了一定的效果, 但到目前为止, 还有不做作业的学生, 也没有一位家长来学校与教师沟通过。如何提高家长对学生英语学习的认识和重视, 也应是农村小学英语教育所面临的一大难题。

(四) 学生学习英语情况调查对比

学生是课程资源中不可缺少的部分。那么在其他课程资源有限的前提下, 如何充分挖掘学生在学习英语方面的能动性和主动性, 提高其参与课堂的积极性, 提升其学习中的创造性思维能力, 日常教学中对学生学习英语的情况观察和研究都是笔者一直关注的重点。在对学生所设计的问卷中, 主要有对英语课程的认识, 学习英语的态度、动机, 每周学习英语的时间、途径以及对自己未来英语能力的期望等九个项目。在此仅对下和小学六年级和西师附小六年级 (1) 班的学生就学习英语的时间和途径作一对比。 (下和小学六年级共有31人, 收回有效问卷27份;西师附小六年级 (1) 共有43人, 收回有效问卷42份, 见表4) 。

从表1中得知两校在开设英语起始年级上是不一样的, 故在表4中对学生每周学习英语时间的调查数据中, 下和小学没有学习英语超过五年的学生, 大部分学生是在学校三年级开设过英语课后才开始学英语的, 此类学生占总人数的63%;还有18.5%的学生选择不足两年, 经过调查, 有三名学生是从更偏远的农村小学转学来的, 原来学校根本没开设英语课, 有两名学生认为自己听不懂英语, 属于放弃学习的;18.5%的学生在外面报英语辅导班, 但四人报的是与学校课本同步的辅导班, 在英语知识的扩充方面并没有多大突破。相反地, 西师附小六年级学生学英语最短时间也在五年左右, 因为城市英语教育资源充足, 只要上过市区幼儿园的学生, 90.5%的从幼儿园起就学英语了。即使在幼儿园没学英语, 该届六年级学生在上西师附小后从一年级起就开始学英语了, 一二年级使用的是《快乐英语》, 三年级起开始使用西安市小学统一教材PEP小学英语。

当然, 因为教学资源分布不平衡, 城市大部分学生都面临着择校的压力 (虽然有政策限制, 但随着我国城市化步伐的加快, 这种现象短时间内是无法消除的) , 家长们为了使自己的孩子在上中学后能享受到更优质的教学资源, 便在小学阶段给孩子报各种各样的辅导班, 英语辅导班是最普遍、最热门的了, 从表4中可看出。除了学校的英语课程, 西师附小六 (1) 班78.6%的学生报了课外辅导班, 19.1%的学生有家教辅导, 其中有五名学生这两项都做了选择, 与表3相对应的是城市学生家长知识文化水平相对较高, 能辅导学生学习英语的人数比例也比农村小学要大得多, 分别为76.2%与4%。

三、结语

根据《国家教育督导报告2005》 (摘要) 之《义务教育均衡发展:公共教育资源配置状况》督导意见, 推进义务教育均衡发展, 缩小差距是今后义务教育发展的重要任务:一是要按照科学发展观的要求, 把合理配置义务教育公共资源, 缩小本地区义务教育城乡差距、县际差距, 列为政府教育工作的重要议事日程……四是切实解决农村教师数量不足、水平不高、骨干教师短缺问题。建立县域内校长、骨干教师城乡交流制度, 重点解决农村教师缺编和代课人员多问题, 缩小城乡间教师资源配置的差距。五是建立推进义务教育均衡发展的督导制度……[4]

农村小学与城市小学在英语课程资源诸多方面的差距对国家制订相关的政策、学者进行相关的教育研究提出了一系列的挑战, 而在种种客观条件的限制下, 缩小这些差距不仅需要每一所农村小学、农村小学英语教师、农村学生家长以及学生去争取、努力, 更需要每一个教育工作者、教育研究者、相关政策制订者做出努力。家长的学历问题是教育工作者无法解决的, 但教师可以帮助他们改变对孩子学习英语的认识和态度。2009年11月, 临潼区教育局下发了《关于农村小学毕业生统考科目增设英语考试通知》的相关文件, 这一制度的出台不仅从制度上提升了英语在临潼区农村小学的重要地位, 而且显著影响了家长和学生对英语的态度和期望。考虑到课时的不足, 学校领导正在研究增加英语课时的可行性和实用性, 虽然对于本届六年级学生来说有点为时已晚, 但以后年级的学生会享受到因为课时的增加而提升和丰富的英语课程资源。经过近一年的支教工作, 笔者深刻地体会到, 其实对于农村小学来说, 最关键的应该是有足够的专业英语教师, 这样即使其他资源短缺, 教师也可以运用自己的专业能力和知识弥补部分不足。

同样, 缩小这样的差距对国内的教育体制、相关教育部门来说更是一个大挑战。据悉, 西安地区乃至全国各地农村小学的专业英语教师都极为短缺, 为了弥补教师资源分布不均的差距, 国家教育部及地方政府纷纷出台了相关的教育扶助政策, 比如师范生免费就读政策、教育硕士优先录取制度以及特岗计划等, 从源头上来保障师资的供应;地方政府的支教政策、志愿者支教活动等可以短时间内缓减农村或偏远地区教师资源不足的压力;而城乡学校结对帮扶政策以及城乡教师任职流动新政策等则可在缩小城乡课程资源差距方面带来长远的影响。相信随着各项相关制度的不断出台和实施, 农村孩子会有机会享受到和城市孩子同样的课程和教育资源。

一、设计趣味作业,调动作业兴趣

作业缺乏趣味性,学生对作业便提不起兴趣。初中生虽然在各方面已经往成熟方面发展,但是为了全面调动学生的作业兴趣,设计趣味性十足的英语作业成为必然。例如:在教授牛津英语8B中的Unit 2 Travelling这一单元时,教师设计趣味作业,成功调动学生的作业兴趣,取得很好的效果。本单元的主题是“旅游”,属于学生的兴趣话题。教师设计情景:五一黄金周即将到来。请你以漫画的形式将你的旅行计划呈现出来。在漫画中,要包括出发地,目的地,如何到达,计划游览的景点等等。这个作业趣味十足,学生很乐意融入其中。在第二天的作业展示中,大多数学生都能一边拿着自己的漫画作品,一边用英语介绍自己的旅游计划。有个别学生还能为其他学生的旅行计划提出参考性建议。由此可见,趣味作业贴合学生兴趣故而能让学生兴趣饱满地完成。

二、设计层次作业,兼顾学生发展

学生个体存在巨大的差异,这就决定了教师不能只设计“一刀切”的作业。只有设计层次性的英语作业,兼顾各个学生的发展,学生才能逐渐爱上英语,在英语学习中找到自信,找到前进的动力。例如:在学习牛津英语7A中的Unit 6 Food and lifestyle这一单元时,教师设计了层次性作业,取得很好的效果。1. 根据句意和汉语提示完成单词。She looks 饿).Please give her a 蛋糕) I need to change my生活方式). 2. 翻译句子:我们需要保持健康。健康的食品对我来说非常重要。我不喜欢垃圾食品。3. 请调查你的好朋友,看看他/她早中晚餐都吃些什么,并建立表格形式呈现结果。4. Discussion and make a report: What do we eat and how do we live. How to live a healthy life? 在这个作业中,1和2是针对英文基础较弱的学生,只需要巩固课堂知识即可;3是针对英文基础处于中等水平的学生;4则是针对英语水平较高的学生。当然,基础弱的学生在完成作业1和2后,可以继续挑战作业3,以取得更大的进步。

三、设计对话作业,创新作业形式

作业形式不能够单一化、机械化,教师必须创新作业形式。教师可以以情景为载体,让学生以小组合作形式模拟情景,设计对话,并在课堂上呈现对话。例如:在学习牛津英语9A中的Unit 1 Know yourself这一单元时,教师设计情景对话作业,取得很好的效果。情景:假设你是一名职业采访者,请你围绕职业这个话题采访你的好友。采访中可能问到的问题:Q1:What job do you want to do in the future? Q2: Whats your personality? Q3: Do you think your personality is suitable for the job? 学生可以自主定角色,如扮演采访者还是被采访者。在第二天的课堂上,学生需要模拟真实的采访情景,将情景以对话形式模拟出来。这样的作业驱动了学生去完成,也创新了作业形式,因而作业反映情况非常好。

四、 设计调查作业,促进学生提高

调查类作业对于学生的综合能力要求比较高,学生需要深入调查,做好记录,制作表格,再以报告形式呈现结果。因此,设计调查作业,教师要引导学生以小组合作形式共同完成。例如:在学习牛津英语7A中的Unit 5 Lets celebrate这一单元时,教师设计了调查类作业,要求学生合作完成,取得很好的效果。调查内容:以五名学生为调查对象,利用英语询问他们最喜欢的节日是什么,为什么喜欢这个节日。可能运用到的句型:Whats your favorite festival? Why do you like this festival? 在调查时,有学生负责利用英语提问;有学生负责记录调查结果。得到调查结果后,有学生负责绘制表格,将调查来的信息填到表格中;有学生负责分析表格,并开始做好汇报总结工作。

总之,随着新课改的推进,教师必须优化英语作业设计,让学生真正爱上英语作业,并在作业完成过程中得到提高。教师要找出目前英语作业设计存在的问题,提出针对性优化策略,全面优化作业设计,助力学生发展。
