大家好!我演讲的题目是《忠于人民，做人民满意的警察》。

鱼水深情曾经是警民关系的真实写照，然而，跨入新世纪，应对新挑战，警察与人民的关系，在个别地方，成了水火关系，正常执法，没有群众说句公道话，抓捕坏人，群众帮着坏人玩起了躲猫猫，历尽艰辛破了案，受害人并不领情，云南孟连、海南东方的群体性事件就是这些问题的集中体现。为此，今年年初，市局党组将“警民关系和谐化”作为“五化建设”的内容之一，上升到“贯彻落实科学发展观，推进公安工作科学发展”的高度来谋划。那么，我们到底应该怎样恪尽职守，忠于人民，做一名人民满意的警察呢?我认为：

做一名人民满意的警察，就要尽职尽责。说到责任，我想起了一件事。那是一天深夜，318国道发生一起重大逃逸事故。正当事故股股长XX带领民警勘察现场时，20多名死者家属赶到了，看到破案的希望不大，便将怨气发在民警身上，指责民警不该在现场磨蹭，应该去追肇事车，一位醉酒的亲属还抓住雍先锋的衣服撕咬。当时，XX清楚的知道肩上的责任是什么，那就是尽快破案，破案是化解怨气的唯一方法，破案的关键是线索，而现场却没有任何蛛丝马迹。正在此时，下起雨来，深秋的雨，淋在身上，凉到骨子里，但XX不急不躁，在路边的草丛中仔细寻找，终于在离现场50米远的水沟里，找到一块指头大小的塑料片，根据塑料片确定了肇事车型，最终破了案。这——，就是责任，铁肩担道义，责任铸警魂。一个负责任的人，让人感到可以信赖可以依靠。一个负责任的警察，向社会传达着安宁、和谐、正义的信号。一个警察，也只有恪尽职守，才能得到群众的尊重和喜爱。

做一名人民满意的警察，就要尊重群众。说到尊重，一双充满敌意的眼睛让我刻骨铭心，十一年前的一天，我在执勤时暂扣了一辆摩托车。趁我不注意，驾驶员开着车子跑了，我整整找了一个下午，才在一个院子将其找到。我一时怒火中烧，抓住驾驶员的头发，一把将他拽倒在地上，真想狠狠揍他一顿。这时，一个六七岁的小男孩扑过来，大声喊到：不许打我爸爸。气头上的我不顾小孩的指责，连人带车拖回了大队。当夜，我将这名男子拷在值班室外的窗户上，第二天清晨，我开门走出值班室，看见父子俩相互依偎着睡着了，男子一只手拷在窗户上，另一只手护着儿子。刹那间，我的心受到强烈的震撼，正想打开手铐，却惊动了小男孩，他一把抱住我的腿，大声说：不许打我爸爸。并且睁大眼睛怒视着我。这一次，我听清了小男孩稚嫩的呼喊声，但真正明白这句话的意义却是我当了父亲的时候。是的，如果你是一个丈夫，你就是妻子的整个天空，如果你是一个儿子，你就是父母一生的希望，如果你是一位父亲，你就是孩子眼中打不败的英雄。我，一个警察，却用粗暴的执法摧毁了一位父亲在儿子眼中的形象，在孩子幼小的心灵里留下了野蛮的警察形象。十一年来，每当面对执法对象，小男孩的眼光就会像剑一样刺痛我。交警接触最多的是农民、下岗工人、货车司机，他们作为弱势群体，在为生存而奔波的同时，也用他们勤劳的双手为社会创造着财富，我们没有理由不尊重他们。

做一名人民满意的警察，就要忠于选择。在交警大队，有75位战友和我一样，选择了交警，我们把青春和汗水都洒在了马路上。选择交警，就意味选择平凡，平凡得你一辈子都可能没有立功的机会，一辈子都没有人给你送上掌声和鲜花。查处违章，疏导交通，把迷路的孩子送回家，把老人扶过马路，这就是我们工作的全部，但就是这些小事，XXX、XXX、XXX一干就是二十年。选择交警，就意味选择不被人理解。有一次，我女儿问我，你破过案吗?我说没有，你抓过坏人吗?好像也没有。女儿失望地说，那你叫什么警察。不光是家人不理解，群众也不理解我们，无证驾车、酒后驾车，群众认为是小问题，交警是跟自己过不去。这就是为什么交警不是最危险的警种，却是受伤最多、受委屈最多的警种。仅20XX年，XX交警因公负伤的就有4人，至于拉扯、辱骂更是家常便饭。但不论受了多大的委屈，第二天还得站到马路上，因为，我们选择了交警，因为，车畅人安、社会和谐离不开我们。

每一条河流，都有自己不同的生命曲线，每一条河流都有自己的梦想，那就是，奔向大海;每一名交警，都有生活的酸甜苦辣，每一名交警都有自己的追求，那就是：道路畅通，人民满意。同事们，让我们在市局党组的领导下，以学习实践活动为契机，在平凡的岗位上恪尽职守，无私奉献，做一名人民满意的好警察!

我今天演讲的题目是：做人民满意的交通警察。

交警，一个平凡而又神圣的职业，曾使多少有志青年梦寐以求，热血沸腾。20XX年，我怀着对交警职业的美好向往，从警校毕业，走上了交警岗位。从穿上警服的那一刻起，我就深深地感到，我头上顶起的是国徽，肩上扛起的是责任与奉献。从警十二年来，我两次荣立个人三等功，多次被授予嘉奖。我觉得，当一名警察，我无愧于身上这身警服，无愧于头上的国徽。

人们常说，思想是行动的先导，理念决定行动。这些年特别是最近两三年来，我通过深入学习党的方针、政策和相关法律、法规，深入学习《社会主义法治理念教育读本》，通过观看电视专题片《法铸方圆》、电影《马背上的法庭》、市政法委汇编的优秀政法干警事迹和通报的一批反面典型案例，树立了“依法治国、执法为民、公平正义、服务大局”的社会主义法治理念，努力使自己的思想和工作不偏离社会主义方向，不断提高维护社会主义法治的能力。

如果说，勤于学习让我坚定了信念，丰富了自己的知识，那么扎实工作，乐于奉献，却使我找到了人生的应有价值。我负责交通违法处罚工作，从违法信息录入、案件初审，到建立执法档案，全由我一个人承担，工作时间长、任务重、要求高，工作内容繁琐枯燥，我完全有理由向大队领导建议增加人手。但考虑到大队处于“一个萝卜一个眼，一个民警一个岗”的境地，警力非常不足。我坚持一个人硬扛，从没有给领导出难题，添麻烦。由于工作繁重，我经常加班加点，不给大队工作拖后腿。今年5月底，支队对我队进行半年执法综合考评。那时，我患了严重的热感冒，并发急性支气管炎，头痛欲裂，咳嗽不止，高烧达40度。我带病坚持工作为检查组提供相关检查材料，参加讲评调度会议，确保大队综合考评顺利过关。作为窗口民警，我深知自己的一言一行，关乎党和政府的声誉，关乎人民警察的形象。在工作中，我努力做到“人要精神，物要整洁，办事公道，说话和气”，对前来办事或接受处罚的群众，我都笑脸相迎，有理有节，从未与群众发生争执。

去年7月份，我光荣加入了党组织。这些年，我通过“远学任长霞，近学李新凯”，更加坚定了我做人民的忠诚卫士的决心和信心。任长霞坚持执法为民、忠于职守、秉公执法、为民爱民，用满腔热血实践了她“还老百姓公道，是人生最大的追求”的诺言。我身边的公安英模——大队教导员李新凯，把“老老实实做人，踏踏实实做事，实实在在为民”作为自己的人生信条，写下了“人民警察为人民”的动人 篇章。英模的事迹时刻鼓舞和鞭策着我。20XX年9月13日上午8点30分，我在临江路桥头村5号一个早餐店吃早餐时，猛地听到一阵尖叫“抓抢劫犯啊”!循声望去，一个少妇正追赶着一个穿米黄色T恤的年青人。凭着职业的敏感，我马上意识到该男子就是犯罪嫌疑人，我不顾自己当时正值产后哺乳期，挺身而上，奋力追赶，将歹徒追至一死胡同，一个侧踹将其捉拿，并移送到广东路派出所，为受害人追回了铂金项链一条。衡阳电视台、《衡阳晚报》、省总队网站等媒体对此均作了详细报道，我因此被市局记三等功一次。今年2月11日，农历“小年”。下午6点，我加班后驾车回家，在湖北路发现一名走失的3岁女孩，我向小女孩了解她的基本情况，可是她“一问三不知”。当时天色已晚，小女孩又冷又饿，又惊又怕，我一面买来零食，一面牵着她沿途寻找她的家人。几个小时后，毫无结果，于是我把小女孩送到衡州派出所，通过民警细心询查，当晚，小女孩终于回到父母的怀抱……

太阳燃烧，是因为它选择了辉煌;高山伟岸，是因为它选择了坚毅。而我呢，当自己成为一名交警，一名责任重大、使命光荣的交警时，我觉得，和许多同事一样，我选择了“坚守”：坚守平凡，坚守奉献。回顾自己十二年来，在交警这个平凡的岗位上，我为党、为人民、为公安交通事业作了一些力所能及的工作，党和人民给了我荣誉，给了我鲜花和掌声，我觉得，我是最幸福的人。但我知道，自己所做的一切与党和人民的要求还有很大差距。在未来的工作中，我将进一步端正执法理念，增强执法能力，更好地为人民服务，做一名人民满意的交通警察。

报道称, “制作充电电池的新材料称之为“纳米管”, 是在十分纤细的锗 (Germanium, Ge) 线表面抹上极微量的锑 (Antimony, Sb) 粒子, 再以700 ℃的温度进行加热, 然后在锗线的中心位置会出现直径约为200纳米的洞窟。在制作锂电池时用上这种纳米管, 结果显示比现有的充电电池的电流流量快了200倍, 仅2分钟就能结束充电。而现有的电池则需要30～60 min。在进行了400次的反复充电放电后, 电池的容量仍维持在98%左右。”

声明指出, 现有的硅半导体纳米管合成技术很难大量投入生产, 如果这种新材料实现商用化, 在加油站或者家里都可以在短时间内完成充电。并且使爬坡时需要瞬间输出大量能量的“强劲电动车”的开发成为可能。此外, 也将打开手机等使用充电电池的各种电子产品高速充电的方便之门。

日前，深圳市交警支队在全市范围内开展了“严查远光灯”的行动，对在明亮的城市路面开远光灯的司机进行处罚。首先，司机下车后坐上一“绿色椅子”体验看远光灯一分钟，随后，交警向司机处以300元罚款，罚记一分。交警表示：“自己种的果子自己食。”据统计，在被远光灯照射时会出现两秒钟短暂失明。按照60公里每小时的车速计算，这两秒钟相当于闭眼开出33米，很容易引发交通事故，尤其在弯道、山道处，发生危险的概率更大。“罚看远光灯”的处罚方式也引发了网友热议，有人说该方法“治标不治本”，有网友则建议将其推广至全国。

乱开远光灯最大的危害是可能带来行人和驾车者的生命危险，公安部2011和2013年的数据显示，中国的交通事故发生在夜间的占60%，与滥用远光灯有关的占30%至40%。另一个数据则显示，中国人驾车的坏毛病导致中国交通事故死亡人数比日本高出13倍。

在治理酒驾取得一定成效后，现在深圳重点治理乱开远光灯，可谓切中要害，用“自食其果”的办法打击违规行为，是向交通事故的重灾区发起进攻。

治理远光灯常有整治之难，难于上青天的感慨，一来夜间监控设备很难区分近光和远光；二来具体处罚方式还有待明确。深圳交警的这种处罚方式确实可以让“大灯司机”有所收敛。

然而，从执行效果来看，这种持续事件较短的“伤痛”很难能让司机有所警觉，“好了伤疤忘了疼”很大程度上削弱了治理的可持续性；此外，也会过度消耗警力，不便于长期执法，也就有了“治标不治本”的弊病。

第五天：books 书籍 as is well known, books teach us to learn life, truth, science and many other useful things.they increase our knowledge, broaden our minds and strengthen our character.in other words, they are our good teachers and wise friends.this is the reason why our parents always encourage us to read more books.reading is a good thing, but we must pay great attention to the choice of books.it is true that we can derive benefits from good books.however, bad books will do us more harm than good.如众所周知，书籍教我们学习人生，真理，科学以及其它许多有用的东西。它们增加我们的知识，扩大我们的心胸并加强我们的品格。换句话说，它们是我们的良师益友。这是为什么我们的父母终是鼓励我们要多读书的理由。

读书是一好事，但我们必须多加注意书的选择。不错，我们能从好书中获得益处。然而，坏书却对我们有害无益。

第十五天：how to be a good citizen 如何做一个好公民 the first duty of a good citizen is to love his country.he is to(must)be ready to sacrifice even his own life for the country.his second duty is to obey the law and help the government(to)maintain order.if everybody can do so, the country will be rich and strong(powerful).我的志向是做一个好公民以便能给国家效力。然而，做一个好公民不是一件容易的事情。他有许多责任要尽。

一个好公民第一件责任是爱他的国家。他须准备为国家牺牲自己的生命。

他第二件责任是服从法律并且帮助政府维持治安。如果人人都能这样做的话，国家必定富强。第十六天：the national flag 国旗 it is the duty of every citizen to honor the national flag.why? because the national flag is the symbol of a(the)country.to respect it means to respect the country.in other words, if a man loves his country, he must love the national flag.in school, the national flag is usually raised at a certain time every day.then the principal, teachers, staff and students are to(must)stand before it and sing the national anthem.it is indeed extremely meaningful to attend such a ceremony.尊敬国旗是每个公民的责任（义务）。为什么？因为国旗是国家的象征。尊敬它意思就是尊敬国家。换句话说，如果一个人爱国，他必须爱国旗。

第十八天：industry(diligence)勤勉 it is a matter of course that industry will bring us success, wealth and good luck.i am sure that a hard-working person can always succeed in the work which he wants to do.this is unchangeable truth.idleness is the opposite of industry.it is the source of all evil.an idle man only enjoys playing and making pleasures.that he is doomed to failure is of no doubt.we should not follow his example.勤勉会带给我们成功，财富和好运乃是当然之事。我确信一个苦干的人终是能够做成功他所要做的工作。这是不易之定理。

懒惰是勤勉的反面。它是万恶之源泉。一个懒惰的人只享受玩耍和寻乐。他命运注定失败是毫无疑问的。我们不应学他的榜样。
