贵司 4月27日来函收悉。关于龙门三坑河二级电站水轮发电机组尚欠部分设备款问题，我司本已计划在近期烧坏的发电机由你司负责维修完毕，分清责任并办理正式移交手续后一并解决。但由于你司缺乏城信、不负责任的做法将双方合作期间已出现的矛盾再次推向风口浪尖上。就此次发电机发生故障而言，我方第一时间就通知你司技术人员到场察看检测，分清责任，并请求维修。而作为整套设备供货及安装方的你公司，在未经我方及有关单位办理任何验收移交手续的情况下，是完全有责任和无条件实行“三包”服务的。然而你公司毫无合作诚意，不但报价达10万多元，甚至无理要求我方拆除转子运送至你厂进行维修，其目的不言而喻。为了早日恢复生产减少损失，无奈之下，我方试图联系其他厂家，次日就到达现场，且维修费用仅系你厂价格的三分之一，服务态度、价格差异竟如此之大，令人无法容忍。

来勉强运行机器的，针对上述诸多问题，我司曾就此情况多次发函或传真反馈给你司，要求派出技术人员到现场维修，但并未引起你司的足够重视，且拒不承认属于设备质量问题。至目前为止，不但存在问题得不到解决，甚至还有加剧恶化的迹象，2号发电机的烧坏已是一个警示。尤其是发电机绝缘材料的劣质程度就足以令人对整机质量的质疑，其次是水轮机转轮发现几十处裂痕，随时都有可能发生安全事故，无不为之震惊。在此我们不禁要发问，你公司的产品合格证从何而来?到底还有没有一点质量观念?现在你们唯一能想到的就是货款，但是作为合同受害方的我公司又是一种怎样的心情?至此我公司对你厂生产提供的设备质量已经失去信心，不再抱有解决故障问题的希望，但仍希望通过正常商协途径解决纠纷。经过公司董事会慎重考虑后向你司提出以下意见，请予慎视：

一、十五天内派出技术力量到电站现场解决属你司责任范围内的问题，解决不了的，由我司委托其他厂家解决，费用按实计算，由你司承担。

二、问题解决完毕，双方聘请第三方权威机构按原签订的合同(合同编号：0208)条款进行逐一验收，同时办理正式移交手续。

三、提供水轮机转轮探伤报告给我司备档。

四、满足以上三个条件并分清责任后余款一次性付清你司。

五、我公司仍保留通过诉讼法律最终解决纠纷的权利。

1.有关广西隆盛泰建筑工程有限公司2016年9月19日提出的质疑函我司已收悉。
