关于做好2008年省内高校特困家庭毕业生求职补贴发放工作的通知

各高等学校:

按照山东省人民政府办公厅《关于做好特困家庭高校毕业生就业工作的通知》（鲁政办发[2008]21号）要求，现就做好2008年省内高校特困家庭毕业生求职补贴发放工作有关事项通知如下：

一、发放范围

求职补贴发放范围为符合城乡低保、零就业家庭、农村贫困家庭等特殊情况，就业有困难需要帮助的2008年省内高校山东生源应届毕业生（以下简称特困生）。其中，升学、出国、参军、指令性就业、暂无就业意愿的除外。

二、发放标准和原则

求职补贴按500元/人的标准发放，用于补贴特困生求职过程中发生的费用。求职补贴申报和发放严格遵循诚实申请、公正受理、科学管理、公开透明、专款专用的原则。

三、申报办法

符合上述条件的特困生须向所在学校提交本人书面申请、生源所在县（市、区）民政部门核发的低保证或工会出具的《特困职工证》、扶贫办(部门)出具的特困证明及相关证明材料，并详细填写《山东省特困家庭高校毕业生求职补贴申请表》（以下简称《申请表》，见附件）。

特困生由所在学校确定，比例不得超过当年毕业生总数的5%。各学校要按照省教育厅、省财政厅《关于认真做好我省高等学校家庭经济困难学生认定工作的指导意见》（鲁教财字[2007]18号）认真做好初审工作。初审合格的特困生须采取适当方式在一定范围内公示。公示无异议后，以正式文件形式按非师范类和师范类分别报送省人事厅、省教育厅审核。其中2007年底非师范类毕业生生源审核时各学校申报并纳入省数据库的特困生可不再公示，本次审核确定后，只报送特困生名单（加盖学校公章）和《申请表》(从山东高校毕业生就业信息网下载)。

四、申报阶段时间安排

(一)4月28日—5月7日，为申请、填表阶段。符合条件的特困生到所在高校毕业生就业工作部门提出申请，提交相关证明材料，并填写《申请表»(一式二份)。

(二)5月8日—5月16日，为审核、公示阶段。各高校认真核查申请者相关材料，初审后在校内一定范围内公示。公示期为7天。

(三)5月23日前，为上报阶段。各高校务必在规定时间内报送相关材料。在报送时须出具正式文件（附特困生名单，按学号排序）和《申请表》，同时，各高校登陆“山东高校毕业生就业信息网”学校专区，使用“特困生管理”栏目的“求职补贴申报管理”功能，上报特困生数据。特困生的相关证明材料由学校妥善保管。

五、求职补贴的发放

省人事厅、省教育厅将各学校上报的特困生名单和《申请表》汇总后，确定发放求职补贴名单，制定发放方案。由省人事厅、省教育厅将补贴所需资金直接核拨至学校，由学校代发给特困生。

六、监督检查

各高校要高度重视求职补贴的发放工作，要明确专人负责，认真落实发放工作责任制。省人事厅、省教育厅将会同有关部门对各学校特困生相关证明材料和资金申报发放情况进行监督检查。对违反规定擅自扩大发放范围，或采取欺骗手段截留、挪用、挤占资金的，视情节轻重依法处理。

作为一名英语教师除了有扎实的教学基本功、娴熟的教学技能外, 能拥有一口流利标准的口语一直也是我所追求的。而我有幸在去年暑期参加了由北京大学和美中教学服务机构合办的全封闭英语口语项目, 感觉受益匪浅, 现在我就结合自己的教学实际和大家分享一下练习口语的好方法。

一、端正自己的态度

首先, 态度决定一切!自己教学已经十一年了, 从小学英语教学转到中学英语教学, 这个过程我在英语口语应用方面从被动、自卑转变为积极主动。作为教师的我们都有过这样的担忧:我说的学生能听懂吗?要是英语授课听不懂, 还得翻译, 是不是耽误时间啊?与其这样还不如说汉语呢!再说只要学生成绩好不就行了。我的英语课堂的情景就是汉语授课, 偶尔几句英语一般是“Good moring”或“Sit down”, 一年下来学生成绩不错, 自我感觉良好。这种良好一直持续到辛老师听我的第一节课, 课后评课时辛老师说:“课堂上老师除语法教学外得达到全英授课, 课上不仅仅就是教那几个单词和句型, 在你用英语和孩子沟通、互动的过程中那也是在教英语。”那时虽然觉得这个说法有道理, 但是我觉得实施起来太难了, 再说这些孩子才三、四年级, 课堂交流都用英语在我看来简直就是天方夜谭。但是在那之后我有了一点点改变, 那就是课上英语汉语各半, 又或者是有人听课时用英语没人听课时继续“涛声依旧”———汉语授课。当时我觉得自己还是“聪明”的, 而且我认为这才是更适合我的学生的做法。偶尔一次学校派我去听全市第一届小学英语教学能手大赛, 看到各个选手在课上用英语和学生自如地沟通, 听到孩子们在教师的引导下能用英语说出流利的句子, 能用英语去做事, 当时忽然意识到原来英语课堂真的可以全英文来授课, 那时真为自己感到汗颜。再回到课堂上, 我极力控制自己不说汉语, 一个词学生不懂时, 就尝试用另一词替换, 再不懂就通过动作、表情或简笔画等方式表达。慢慢的我能从偶尔的一句、两句, 变成三句、四句, 甚至更多;而学生也能在英语授课的环境中, 明确我的意思, 紧跟思路。直到我参加了全市教学能手比赛, 在赛场上我才更加理解了辛老师那句:“在你用英语和孩子沟通、互动的过程中那也是在教英语”的真实含义。课上教师尽量多说英语, 这样就形成了一个良好的英语环境, 既有利于提高学生的英语听力水平, 也有利于培养学生用英语进行思维的习惯。所以有一句话特别好:The mostimportant thing is about you that you are you. (相信自己, 你就是你) 。只要有决不放弃的决心, 这就是战胜一切的法宝。

二、提高自身的修养

“工欲善其事, 必先利其器”。要想课堂上口语流利, 教师就要在课下下功夫。首先是朗读, 朗读时要选难度适宜的中短篇读物, 大声朗读, 对于不能确定的发音要查字典确定, 既可以更正自己的发音, 又可以熟记常用的句子、固定词组或搭配;其次是模仿, 学习 (听录音、分段模仿) —试读并找问题—带着问题听录音—反复练习—与原声对照、印证、重合。这些过程是反复而且需要耐心和毅力的, 只要专心致志, 就可以发现其中的乐趣, 如节奏轻重的变化、语调升降的起落等。记得在TIP全封闭的英语口语环境培训中, 我们每天至少积累20个新单词, 一有时间就拿出单词积累本练习表达, 同时每个人都有机会在课上通过各种方式和大家分享你的新单词, 例如单词“stutter”, 你可以解释为“say sth.like this:B-b-but, y-y-you”, 这样既用英语解释了单词, 大家也能很快记住了。每天的语音课, 外教会带领我们学习一些普遍容易出错的发音, 我们也在语音实验室里反复听说, 以此练习或纠正自己的发音和表达。像在练习“sh”的发音时, 要先练习与之相关发音的单词再到含有其发音的句子, 如“Ithought she should sheer three sheep.”我认为, 大家平日里要注重积累像这样的句子, 这样不但可以练习, 还可以教给学生让他们也在挑战中享受口语的乐趣。每天上午的“MOMO”即“Morning Motivational” (清晨激励) 时间, 学习并讨论励志方面的阅读文章, 促人奋进。在每天下午的“club”时间里, 学习美国的节日及文化, 了解到丰富的文化交际知识。每天晚自习还可以阅读一些英文报纸、杂志, 英语杂志对我们而言必不可少。一本易携带的杂志能够使你继续沉浸在全英语的环境里。另外要养成写英语日记的习惯, 提高英语思维能力。

在TIP学习口语, 每天都在使用英语情景, 包括午饭、晚饭, 还有“边走边聊”时刻。像午饭时你会收到这样的纸条:If you could back in time (to the past) , whatevent would you like to witness in person?Who is a fa-mous person in history that you would like to (or not liketo) meet?谈话内容千变万化, 但谈话的主动权掌握在自己手里。我尝试了许多次与外教的谈话, 只要大胆先开口, 我就能听懂她的英语, 并能说出好多句子来。这让我明白了一个道理:好英语不是学出来的, 而是练出来的。缺乏大量的练习, 缺乏一定的语言输入量, 不能长期坚持下去, 就不会练好英语。培训最后是以全英的十分钟个人演讲结束的, 当我完成时收获了勇气和自信, 我充分体验了“Impossibility becomes possi-bility”。

另外还可以常看一些英文电影, 如发音较好的女演员的电影“When harry meet salay” (当哈里遇见莎莉) 、“My best friend wedding” (我最好朋友的婚礼) 、“Erin Brockovich” (永不妥协) 、“Vanilla sky” (香草的天空) 、“Sleepless in Seattle” (缘份的天空或西雅图不眠夜) 、“You've got mail” (电子情书) 。关于发音比较好的男演员的电影, 如“Philadelphia” (费城故事1993版) 、“The Graduate” (毕业生) 、“Rain Man” (雨人) 、“The Shawshank Redemption” (肖申克的救赎) 、“Leg-ends Of The Fall” (燃情岁月) 。另外, “Forrest Gump” (阿甘正传) 以其经典的哲理值得推荐, 还有“Gladia-tor” (角斗士) 使用的词汇全在新概念3册以内, 可以掌握学生的词汇掌握情况, 以及“Lion King” (狮子王) 也大力推荐。词汇简单, 句子经典通俗, 人生哲理深刻。同时跟电影练习口语要掌握几个原则:1择片。正确的选择适合英语学习的电影。2简单。不要一上来就选择内容高深莫测的电影。3背诵。对于电影对白中的精彩片段最好背诵下来。4重复的原则。一部电影要反复的观看多遍, 直到达到不用字幕也可以完全看懂、听懂的地步。5精范结合。拿出几个电影仔细地分析学习, 同时也可以泛看一些自己喜欢的电影。6模仿。对于经典的电影, 要模仿其中的各种角色的对白。7突击。尽量在短时间内突破, 不要拖延太长的时间。8根据发音标准的演员选择电影, 以便于模仿出漂亮的语音。大家可以到http://www.google.com网站使用“电影的英文名字+空格+script”进行搜索, 这样就可以找到该剧本下载了。

三、为学生创设说英语的课堂

学生是课堂学习的主体。培训回来后, 我在课堂上尽量多的给学生创设说英语的环境, 鼓励学生大胆表达。刚开始时, 学生也常常是一头雾水。课下沟通发现自己太急于求成了, 学生被动接受没有说的时间和机会, 于是我放慢了速度, 把更多的时间留给学生去思考、表达。同时我也尝试着通过一些活动来调动学生的口语表达能力, 像在班级里举办小型的英语演讲比赛等。在这个过程中学生能意识到英语口语的练习不在乎知道多少词汇或语法, 关键在于是否经常使用已经知道的英语, 而且我发现课堂上使用频率多一些的常用语有以下几种:

我国环境污染现状令人担忧

据专家估计，中国每年因环境污染造成的损失达到二千八百三十亿元人民币，其中，仅水污染一项，估计一年造成经济损失约五百亿元。

据香港《东方日报》报导，自六十年代至今，中国有环境监测的四百三十二条大小河流中，八成受到不同程度的水体污染，其中大江河经过城镇河段的占二成，支流受污染的占六成，全中国二千八百多个湖泊，凡能接纳城镇污水的，大多出现水体负氧化现象。由于地下水过度开采，京津沪大面积出现土地沉降一点五公尺至二公尺，桂林溶岩区三十米地下水重金属超标十至二十倍。

大气污染造成的经济损失约为二百亿元，由于城市燃煤、工厂排放废气及汽车死气污染，大气中二氧化硫、一氧化碳等有毒悬浮微粒弥漫在城市上空，空气污染导致许多城市肺癌死亡率增至万分之二，全国酸雨覆盖面积已达百分之三十，所有这些损失加起来也等于二百亿元。

而生态环境破坏和自然灾害造成的损失估计高达二千亿元，森林覆盖率由四九年的三成左右，现已下降至不足一成四，草原的严重退化，水土流失面积达一百五十五万平方公里，占国土面积的百分之十六。

同时，城镇建设却仍以每年侵占一百五十万公顷土地的速度发展，破坏自然生态平衡，加上自然灾害带来的损失，每年至少损失二百亿元。

其他污染如固体废物排放、噪音污染等造成的损失也高达一百三十亿元。

专家分析表示，造成环境污染引起的经济损失原因众多，但国家工业规划布局失误，调控措施不力和公民环保意识不强是主要原因。

我的体会；

学习了该教案后，我总结体会两点。

一、该教案在教学设计上非常注重学生能力的培养，充分利用教材和多媒体手段逐步引导学生理解课文，并能进一步升华课文的主题，使学生受到心灵的启迪和道德的震撼。一切都水到渠成。
