魏宏指出, 通信基础设施是信息化、“互联网+”发展的重要载体, 其战略地位和先导作用日益凸显。铁塔公司的成立, 是国务院深化电信行业改革、大力推进电信基础设施共建共享的一项重要举措。近一年来, 铁塔公司在推动发展的过程中不断优化资源配置, 实现公共资源专业化、市场化的战略定位, 节省了大量建设成本, 有力提升了信息通信战略基础设施建设服务水平, 促进了资源节约型社会建设。他表示, 四川省政府将全力支持铁塔公司在全省范围内的运营和发展, 尽力协调解决信息化发展中的审批流程、站址资源规划等政策落实事项, 努力督促各相关部门在用地、环境等方面给予支持, 为铁塔公司的发展壮大营造优良环境。

佟吉禄讲到, 上半年, 四川铁塔公司启动建设项目1.6万个, 已交付三家电信企业使用1.3万个, 是启动和交付建设项目最多的省级分公司。四川省先后出台《四川省通信设施保护规定》、《四川省“宽带中国”战略实施方案》、《四川省2015年互联网+重点工作方案》等, 为加快全省信息通信基础设施建设、促进信息消费和“互联网+”创造了良好的政策环境。他表示, 铁塔公司将按照四川省委、省政府战略安排与发展规划, 按照双方签订的合作协议内容与要求, 发挥优势, 加大投入, 创新发展, 为四川经济社会发展提供高水平的支撑和服务。

根据协议, 双方将在全面提升四川通信基础设施建设水平和积极促进相关产业发展与转型升级方面开展全方位的合作。四川省政府将大力支持中国铁塔在本省范围内的运营和发展, 鼓励各地区、各部门与中国铁塔加强合作, 协调信息化发展中各项重大事项, 不断优化信息通信基础设施发展环境。中国铁塔将加大在四川通信基础设施建设投入, 支持“智慧城市”和“宽带中国”战略在川落地。

篇4：双方签订空白收据协议

答：首先，根据我国《婚姻法》第十九条规定：“夫妻可以约定婚姻关系存续期间所得的财产以及婚前财产归各自所有、共同所有或部分各自所有、部分共同所有。约定应当采用书面形式。没有约定或约定不明确的，适用本法第十七条、第十八条的规定。夫妻对婚姻关系存续期间所得的财产以及婚前财产的约定，对双方具有约束力。”本案中，夫妻双方的“忠诚协议”本质上是一个附条件的财产分割和过错赔偿协议，该协议成立的前提是协议中一方当事人有出轨行为。因此，协议签订后，在王某出轨行为发生的同时，该前提成立，协议正式生效，只要能够确认协议约定的事实存在，双方就应遵守协议内容。

其次，张、王之间的忠诚协议是双方在自愿的基础上签订的，协议内容没有违反法律法规的有关规定，根据《婚姻法》第四条规定：“夫妻应当互相忠实，互相尊重；家庭成员间应当敬老爱幼，互相帮助，维护平等、和睦、文明的婚姻家庭关系。”因此该协议符合我国婚姻法中夫妻应相互忠实的精神，亦有助于社会公德。

综上，该“忠诚协议”是合法有效的，法院会按照协议内容支持原告张某的诉讼请求。
