全民皆英语
新加坡导演莲·派克在北京奥运会期间拍摄的一部关于中国人学英语的纪录片《我为英语狂》, 让年届不惑的北京片儿警刘文立在网络上迅速蹿红, 为各大媒体追捧。不为别的, 就因为他拼命, 只有高中毕业的刘文立边工作边自学了13门外语。北京奥运会前夕, “家门常打开”的北京, 为了便利来自世界各地的友人, 展示大国的文明形象, 北京大大小小的路标和门店招牌都打上了英语翻译。普通百姓学习英语的热情更是不可阻挡, 不论年过花甲的老人还是牙牙学语的孩童, 全民都在自发地学习英语。
然而奥运会期间的英语风行是因为要与西方人交流, 实在是为了实用, 和中国教育体制中悠久的全民学英语的历史是有着本质的区别的。
从1960年代中期以后, 中国内陆将英语作为第一外语, 文革期间, 因盲目排斥外语教育, 造成了一个时代外语人才的匮乏。自改革开放特别是1983年以后, 在出国热和对外贸易的推动下, 英语热趋向白热化, 中国的基本教育 (小学至高中) 阶段, 基本上也全部以英语作为外语教学课程的必修课, 高中课程超过90%英语作为必修课;除非英语外语专业, 在全日制普通大学, 英语作为必修课, 其他外语作为选修课, 如果英语的四六级考试不过, 将直接影响学生获取相应的学位, 在舆论压力下, 该制度虽然受到了相当的冲击, 但仍有一些高校对英语考试与学位挂钩乐此不疲, 逆潮流而上不肯就范。
从幼儿园到大学, 英语如同一个挥之不去的梦魇如影相随, 即使参加工作仍是逃不开。根据社会上英语学习者的不同程度和用人单位的不同要求, 相关部门又根据行业制定了分为6个级别的职称英语, 对于生活压力巨大的中年人来说, 每一级都像是悬在头上的一把达摩克利斯之剑, 虽然提起来就头疼, 但直接关系到涨工资的切身利益, 也没有人敢马虎对待。“如今小学毕业的英语水平就可以达到‘80后’这一代的初中水平, ”山西省太原五一路小学二年级的英语老师倩倩 (化名) 介绍说:“小学一年级入学的孩子多多少少都有些英语基础, 也就是说, 在孩子幼儿园的启蒙教育阶段, 他们已经接受了不同程度的英语教育, 而且除了平常在学校上的英语课程之外, 大部分孩子在周末都要在一些社会办的英语培训班做强化学习。不得不承认, 报了班的孩子的确比不报班的孩子英语好。”
很多英语培训机构打出标语——让孩子赢在起跑线上。一位从事金融工作的年轻妈妈说, 自己孩子报学习班, 只是为了随大流, 不是为了赢在起跑线上, 而是为了不输在起跑线上。
而在孩子正在补习班里挥汗如雨的时候, 是谁在分享英语培训这块大蛋糕?
疯狂的利益
在谷歌中关于“英语培训”的网站多达1080万个, 针对各种各样的考试而设的英语培训课程细分到让人惊讶的地步, 从职称英语到四六级考研英语到托福, 从词汇速记到口语听力到长难句分析, 尤其在各大院校, 针对四六级、考研的英语考试培训广告在公告栏上层层叠叠, 让人眼花缭乱。
更可笑的是, 2008年12月的全国英语四六级考试成绩查询有两种方式的创新。有媒体报道, 考生被告知, 全国大学英语四、六级考试 (CET) 委员会指定宿舍网免费查询分数, 但该网站左边页面供查分, 右边则是网游广告, 如想查分, 必须按页面提示先安装一个控件, 之后输入准考证号和验证码, 出现的是一个30秒的等待页面, 页面提示考生把自己的QQ号输进去注册该网站。30秒后, 终于查到了分数。随即页面上出现了几条以考生同学的名义发的信息, 想点开看下同学写了什么留言, 结果需要注册才能看, 好容易注册完毕, 却发现其实只是一个网络游戏的广告。另一种用手机发送准考证号到1066335577查询成绩的方式也让诸多考生颇为反感, “您正在点播由空中信使公司提供的手机服务业务, 信息费1.00元/条, 回复任意内容点播, 无回复则不点播”, 有考生照提示“点播”后最终也没有得到中国移动有关成绩的短信回复。
从以上讯息即可理解, 为何多年来面对社会舆论对于英语强制教育的口诛笔伐, 教育部一直岿然不动, 或许期望英语教育产业的繁荣能在经济衰退的背景下担起刺激内需的大任吧。
疯狂的代价
因《西藏组画》而名声大噪继而被聘为清华大学美术学院的特聘教授及博士生导师的陈丹青, 在2005年辞职对现行教育体制表示抗议, 他“不想再玩下去了”。报考博士的24名考生中陈丹青只看中了5名, 但外语全不过关, 考虑到这是陈丹青首次招生, 校方同意将5名落榜考生转为“博士课程访问学者”, 第二年, 5位访问学者外语考试再度失利, 没有获得博士学位而结业离校。因同样的原因, 陈丹青在4年的时间里没有招到一名硕士生。而这在全国艺术院校早已司空见惯。虽然多次为考生陈情“申诉”, 甚至在公开场合抨击, 但全不奏效。不少博导没有陈丹青那样的勇气, 所以只在私下里抱怨, 有学术创新能力而外语差的考生招不进来, 没有学术培养前途外语及格的考生又不得不招。
陈丹青本人在文革后的第一届高考中, 以英语白卷0分、专业高分被中央美院录取。而这些, 并没有妨碍陈丹青成为著名画家。有多少才华横溢的学子与欣赏他的导师隔着英语这道墙黯然对泣, 不得而知。
“竟然是外语影响和决定了中国公民的一生, 不知道这算不算是一种悲哀。”一名就读于北京外国语大学德语系的大四女生一篇声讨英语强制教育的文章一天就超过了10万的点击率, 多是“天涯沦落人”。
著名学者丁东在《教育放言录》一书中为中国外语教育水平的提高指出了光明大道:“一个国家公民的外语水平普遍提高, 应该倚重开放交流, 而不是强制学习。开放交流包括国际间人员自由流动和信息的自由传播。”
厦门大学教授谢泳认为:“政府可以提倡, 但不能设立制度强迫公民掌握与职业没有必然联系的知识, 使之成为与职务升迁相关的制度约束。从小就想移民, 想当外交官, 还需要强迫他们学外语吗?”
事实上, 英语一科独尊, 降低了专业的门槛, 后果就是抑制人才生成的多样性。中文教育也没能在这场战役中幸免。修中文的大学生, 和所有大学生一样不得不花大部分精力硬着头皮应付英语考试, 这导致“不少青年博士、硕士, 文章写不通, 错别字连篇。能够阅读古汉语, 具有中国古典文化修养的人一代比一代少了。”谢泳认为这是矮化了本民族语言文化的地位和尊严。
孔子学院在全球各地的开办, 掀起了各国学习汉语的热风, 但中国的教育界和学术界对自己的文化和语言不认同, 却要维护英语的优先地位, 令丁东很费解:“在美国, 大学规定授课必须用本国语言。”而在国内, “有些大学为了显示自己的国际化, 要求教师用英语授课, 还有一些中国自然科学方面国际学术讨论会, 要求发言者一律说英语, 其实参加者都是中国人。”
难道中文被糟蹋了, 英文就学好了吗?
抱着功利目的学习英语的人达到目的后, 英语立即被弃之如敝屣, 唯恐不及。除非一直在用, 否则学多少忘多少。谢泳在晋中师范学院修的就是英语专业, 他说:“从统计数据上来看, 中国会英语的人多了, 但中国几乎所有翻译作品的质量都在普遍下降。不要说文学作品了, 就是一般读物, 整体水平也下降。更别说胡适、梁实秋、林语堂那样的人才了。”
英语强制教育不仅困厄了一批人才, 同时也牺牲了公平。城里的孩子可以参加各种各样的英语培训机构, 可以通过网络及丰富的精神文化消费品接触到英语, 但农村的孩子却没有这样的便利。著名社会学家费孝通在《乡土中国》中的《文字下乡》一文中曾解读过这种现象, 村民不识字与智力高低没关系, 而是与环境有关, 因为在祖辈居住的村里, 不识字并不影响生活劳作。哈尔滨工业大学设在临汾浮山县支教点的志愿者对此感受颇深。
更可怕的是, 英语强制教育制度, 致使造假成风, 已经成为了社会风气败坏的风向标。
“各省市组织的专业技术职称英语考试, 作弊严重。”丁东说。在太原理工大学, 已经将诚征职称英语替考枪手的启事公然张贴了出来。
而作弊也越来越趋向系统化、专业化和大众化, 这使得售卖作弊设备成为一个不受金融危机影响的“优质投资项目”。
按照学校招贴板上的QQ号码, 记者联系到了保证英语考研、四六级考试过关的广告主, 英语答案的费用是2000元, 作弊设备另算, 价位根据反屏蔽等性能从600元到1000元不等, 考试前一个月还会涨价。对方承诺如果英语作文还可以, 能保证60分, 否则只能保证45分, 对于一般专业的研究生来说, 这个分数可以达到投档线了。
作弊设备推陈出新的速度已经令人眼花缭乱了, 光是视觉式设备的手表接收器就已经更新到了第六代, 所以针对电子表的屏蔽器不断升级, 但后三代还是可以用。收听答案的无线隐形耳机, 最小的仅有米粒大小, 隐蔽性极强。
反对强制
经过1500多年由10多种语言演变而成的英语, 是西方多个国家许多民族文化的大融合。著名英语教学网站创始人摩西说, 几乎每个单词背后都有一个小故事, 忠实地记录了许多西方国家的社会、历史与文化的变迁。若能了解些古希腊等西方的神话故事, 学起来会更轻松更有趣。不过这种轻松和有趣, 大部人国人体会不到。
原本挺喜欢英语的网友“金鱼花火”说, 应试教育的填鸭模式, 让他彻底失去了学习的乐趣和兴趣。本就有逆反心理的学生碰到地方口音很重的英语老师, 再加上教条的教学方法, 原本优美的外国语言文化就这样被丑化成了魔鬼。
李阳说, 英语好的人都不是在学校学的。这从一个侧面反映出, 中国英语教育水平还有很大的提高空间。
