“新世纪”杯全国中学生作文大赛, 是一项参赛人数最多、规模最大、波及面最广、组织最严密、评奖最公正、颁奖仪式最隆重的全国性作文赛事, 从2005年开始至今, 我校已经组织参加了五届, 虽然我们把每年的参赛范围限定在高一年级, 可高二、高三年级的许多同学也踊跃参加。五年来, 我们共有五千多人次参加大赛, 共获得了三个一等奖、五十个二等奖, 一百五十三个三等奖, 五十二个优秀奖, 学校连年被授予“全国作文教学先进单位”。许多语文老师获得了指导奖, 丰富了作文辅导方面的经验。

为改变这一状况,国家外国专家局早在1985年就设立了BFT考试制度,分别有英语、德语、日语和俄语四个语种和高级、中级、初级三个级别。被派出国培训的人员只有通过BFT考试,才能获得资格。为保证考试质量,国家外专局请来外语专家组成考试委员会,并与英国剑桥大学和美国普林斯顿大学建立了联系,引进国外通行的命题方式,使BFT考试直接与国际接轨。
1998年夏,国家外专局在机构改革中针对政府、企业、金融部门对各类专门人才的迫切需求,特别是加速培养一大批高层次、国际化专门人才的需要,决定重新恢复国家外专局培训中心,并内设外语考试部,专门负责BFT考试工作,以适应出国(境)培训工作的需要。机构调整后,国家外专局多次强调,要严把外语关,中长期培训人员及随团翻译,BFT不及格者一律不批准出国培训。
BFT英语考试每年进行两次,安排在每年的1月及7月举行,日语、德语及俄语考试每年举行1次,安排在7月举行。新的BFT考试分听、说、读、写4个方面。如果只参加其中一门科目的考生,成绩合格者可获得单科合格证。相对于托福等其他外语类的考试而言,BFT强调的是外语的实际应用能力。获得BFT高级合格证者,其个人资料将存入全国出国培训备选人员库,国家外国专家局在执行国家派遣的中、长期出国项目时,将从中优先挑选。
根据人事部人办职[1994]3号文件《关于通过BFT考试的人员可免予专业技术外语考试的通知》的规定,BFT考试成绩可作为评定职称依据,并逐渐成为国家机关、企事业单位招工、招干的参考标准。同时BFT以其完善科学的测试体系已成为国有大中企业、外资、合资企业人力资源测评的重要手段。
目前,国家外专局在全国范围内设立有省、区、市BFT考试领导小组和考试培训中心。据统计,23年来,全国已有14万多人次参加了BFT考试,而且考试规模逐年扩大,考试质量不断提高。
可能有人要问,现在的考试种类这么多,选考哪一种不一样?其实每个领域都有它自己的特点。BFT考试从其教材的编写开始,就是从实际出发,建立在符合出国培训人员学习的基础之上。
被选派出国培训的人员一般都是中青年,其中很多已是领导干部,带着翻译出国,外国人不会理解。因此,领导干部参加BFT培训考试,由此产生的不仅是合格的证书,受用终生,更重要的是给人一种现代化干部的形象和与国际接轨的素质、能力的体现。一些原来默默无闻的普通人也可由此走上一条体现自身人生价值的成功之路。BFT除了在出国(境)培训和互访、国际学术交流和国际合作方面发挥出越来越大的作用外,在国内外语人才的培养和选拔、职称评定和干部素质培养等,都显示出了它很好的社会功能和效用。
