各有关高等学校:

为深入贯彻落实《国务院关于深化考试招生制度改革的实施意见》,进一步完善我省普通高校专科接本科教育考试招生工作(以下简称专接本考试),全面构建本、专科教育有序衔接、相互促进的人才培养立交桥,在广泛调研、充分论证的基础上,结合工作实际,对我省专接本考试录取模式等进行改革。现将有关事项通知如下:

一、调整报名方式及时间

河北省专接本考试继续实行网上报名,从2016年起,考生在报名时只填报报考专业,待考试成绩公布后,再行填报院校志愿。考生一般应按照原学专业与报考专业相同或相近的原则报考,其中医学类专业按照国家有关文件规定,原学专业应与报考专业保持相同。

从2017年起,专接本考试报名时间调整至每年11月,考生应在规定时间内登录网上报名系统,按照指定流程和步骤完成报名;考试时间调整至每年3月,艺术、体育类专项测试具体时间由各考点院校自行确定,一般安排在次日上午进行。2016年专接本报名及考试时间保持不变,分别为3月和5月上旬。

二、调整公共课考试内容

保持现有公共课考试科目基本不变,从2016年起,将数学(三)合并至数学(二),原考数学(三)的专业相应改为考数学(二)。调整外语科目分值及考试时间,满分100分,考试时间为60分钟。改变计算机应用技术科目计分方式,卷面分值保持40分不变,卷面成绩以10分制折算计入专接本考试总成绩(即计入专接本考试总成绩的计算机应用技术科目成绩=考生卷面成绩÷40×10);凡专接本考试报名前在河北省教育厅指定考点参加全国计算机应用技术证书考试(NIT考试),取得一个模块合格证书者,该科目按6分计入总成绩;取得两个模块合格证书者按9分计入总成绩;考生如果参加该科目的考试,按两者中的最高成绩计入考试总成绩。

从2018年起,河北省专接本考试取消计算机应用技术科目。

三、改革录取模式

(一)调整划线方式。从2016年起,改变以公共课成绩为主的划线方式,突出专业选才导向,加大专业课在选拔录取中的权重,实行按考试总成绩划定录取最低控制分数线的方式,确保本科教育承办院校按培养规律选拔人才。成绩公布后,省教育厅按考试总成绩划定各专业或专业类别最低控制分数线,达到最低控制分数线的考生,按报考专业再行填报1-5个学校志愿及是否服从调剂。

(二)改进录取方式。从2016年起,实行平行志愿投档方式,增加高校和考生双向选择的机会。本科教育承办院校按照考生总成绩,从高分到低分依次录取。对未完成招生计划的院校,不再征集志愿,直接按总成绩依次录取服从调剂的考生。

四、保障措施

(一)加强组织领导。专接本考试作为全省范围的选拔性考试,社会关注度高、涉及面广、敏感性强,各有关高校要高度重视,大力配合,确保改革各项措施落“专升本”统一选拔考试大纲——大学英语 / 3

实到位,切实惠及广大考生。各本科教育承办院校要加强专接本教育教学模式研究,针对专接本学生的特点合理安排教学计划,提高教学质量。

(二)规范专业课考试管理。从2016年起,实行专业课全省统一命题、院校联合命题和集中制卷制度,确保命题制卷工作安全保密。建立由本、专科院校教师相结合的专业课命题专家队伍,并在部分长线专业逐步建设专业课试题库。各有关高校要选派政治素质过硬、专业水平突出的优秀教师参与命题,不断提高试题质量。实行专业课试卷全省统一网上评阅制度,建立健全试卷集中评阅、现场视频监控、纪检全程参与、数据刻盘封存等各项工作制度。各考点院校要加强专业课的考务管理,严格培训和遴选考务人员,考试全程视频监控,加大监考及巡视力度,严肃专业课考风考纪。

(三)做好宣传引导。有关高校要加强对各项改革举措的宣传力度,凝聚改革共识,坚定改革信心,营造良好氛围;要进一步畅通信息公开发布渠道,坚持正确舆情导向,主动、及时、全面、准确地发布信息;要做好政策解读,及时回应社会关切,认真解答考生疑问,给社会和考生明确、稳定的预期,确保我省专接本考试改革工作平稳、顺利进行。

2012年河北省专接本考试分为公共课和专业课两部分。专接本考试科目中公共课考试分为文史类、医学类、理工类、财经类、管理类、农学类、艺术类、体育类、英语类九类。

不同类专业所考公共课有别

公共课试题全省统一命题,其中,外语120分,高等数学或政治100分,考试时间150分钟;计算机应用技术40分,考试时间30分钟。

公共课考试时间定于2012年5月12日上午,以外语、高等数学/政治、计算机应用技术为序,实行一次发卷,分段考试,分段收卷。文史、医学、理工、财经、管理、农学类专业8:30分至11:35;艺术、体育类专业8:30分至10:35;英语类专业8:30至10:05。

具有相同专业的专业课考试命题由省教育厅指定牵头院校实行全省联合命题。音乐学、美术学、体育教育等部分专业实行全省联合考试,参加联合考试专业的考生其公共课及专业课的考试均在联合考试考点进行。

实行联合命题的专业课统一考试时间为2012年5月15日下午14:30至17:00,其他专业的专业课考试具体时间由各考点院校自行确定。
