In the 30th Anniversary of China's Open and Reform in Logistics Industry Colloquia,LU Jiang,president of China Feder ati on of Lo gis tic s a nd Purchasing,made a speech.

In his speech,he concluded that,China has made tremendous achievements since China's open and reform policy.It is in the 30 years that China has explored and practiced the logistics developments with Chinese characteristics and it is also the logistics developments in modern China.

In the beginning,he sum-marized the process and fruits of the 30 years'open and reform developments in logistics industry.First,logistics industry has achieved continuous a nd f as t d ev el o pm en ts;second,logistics companies grow rapidly;third,manufacture and trade industries have prom ot ed mo d er n l og i st ic s management;forth,the infrastructures of logistics basis have been well-developed;fifth,logistics informationization and technology creativity have stepped forward;sixth,logistics standards of industry basis have basically been set up;seventh,logistics research,technology and education have achieved essential achievements;eighth,the policy environment of logistics developments has greatly been improved.

当前,我国高等教育信息化已经进入深度融合阶段,由管理信息化发展为教育教学全面信息化,信息技术与教育教学的关系从组合、整合演进到融合创新,基于信息技术解构、优化、重组教育教学业务的新型教育模式——信息化教育形态已经开始显现。信息化与教育教学、信息化与学校发展的关联关系已经越来越紧密,高等教育信息化的后续发展不仅仅是技术层面的事情,已经上升到学校的发展战略,因此迫切需要高校领导的参与、支持和指导,需要高校CIO体制的健全与完善。

教育信息化分会作为中国高等教育学会专注于教育信息化的分支机构,以推动和促进全国高等学校教育信息化作为分会使命,以研究中国高校教育信息化的规律与战略性问题,加强高校间合作与交流,促进高等学校教育信息化的建设和发展为办会宗旨。近年来,顺应高等教育信息化的发展规律,教育信息化分会与教学研究分会、实验室管理分会和中国教育后勤协会信息化专委会合作,分别成立了教学信息化推进组、实验室信息化推进组和后勤信息化推进组,大力推动信息技术与教育教学业务的深度融合。

最近一个时期,在线教育风起云涌,“互联网+”风云激荡,“互联网+教育”更是云山雾罩。为廓清变革时期笼罩在教育信息化头顶的迷雾,主动迎接“互联网+”时代教育变革的挑战,大力推进信息技术与教育教学、创新创业的融合发展,提高高等教育质量,以教育信息化推动教育现代化,教育信息化分会决定提请中国高等教育学会主办首届“高等教育信息化校长高峰论坛”,并与会员高校北京联合大学一起来承办。我们希望本次论坛能够搭建高校信息化工作决策层的交流平台,汇聚对于教育信息化具有真知灼见的高校领导,同台论道,共同探讨我国高等教育信息化的发展方向,以推动我国高校信息化工作的快速、协调、可持续发展。

本次论坛主题定为“融合·创新·引领——高等教育教学变革之路”,是因为我们深刻地认识到:推进信息技术与高等教育的深度融合,促进教育内容、教学手段和方法现代化,是高校信息化当前阶段的重点任务;应用信息技术革新教育教学模式,改变传统的教与学行为方式,创新人才培养模式,是高等教育现代化的必然选择;利用信息化促进学校组织创新,引领学校管理体系、教育模式和运行机制的全面变革,是高校信息化的历史使命。

为此,我们设计了一个主论坛加三个平行论坛:主论坛请校长们从学校信息化发展战略的高度阐述当前阶段高校信息化的发展方向与重点任务;平行论坛分为三个主题——信息技术与教育教学融合创新、信息化引领管理服务模式创新、高校IT治理与体制机制创新,在三个关键方面展开小范围深度交流,通过思想交锋、观念碰撞形成高等教育信息化下一步发展思路的共识。一整天的论坛研讨,热烈气氛超过预期,会议收获丰硕成果。

在主论坛上,教育部科技司张拥军处长的讲话除了充分肯定校长论坛对于教育信息化的重要意义,还明确提出了“要利用信息技术来促进教育教学改革,促进办学方式的变革,从培养什么样的人、怎么培养人出发,进一步深化我们高等教育信息化的发展”的要求,为高等教育信息化的下一步发展指明了方向。中国高等教育学会瞿振元会长在讲话中指出,信息技术对今天的高等学校是必不可少的、不可或缺的生存条件,是学校发展的宝贵资源,也可能发展成学校有机体的神经系统;要贯穿以生为本、以学习为中心的核心理念,协同推进建、用、管。

北京大学副校长王杰做“北京大学信息化建设与IT治理”主题演讲,他指出,信息化对学校战略发展至关重要,既是大学必须应对的挑战,也带来了前所未有的历史发展机遇和创造空间。他阐述了IT治理在学校信息化建设中的重要作用,分享了北京大学在IT治理方面的思路、探索和建设情况,强调依据“理顺关系、明确职责、管办分离”的原则,完善机制、规范制度,统筹学校的信息化建设与管理。

华中师范大学校长杨宗凯做“提升信息化领导力,促进高校教育创新发展” 主题演讲,他指出,“十三五”期间我国教育信息化从应用阶段走入融合阶段、变革阶段,实现技术与教育的深度融合必须坚持以应用为驱动改革现有的体制机制,以加强教师的专业发展,促进教师能力和角色的深刻转变,逐步达成教学装备、学习内容、教学模式、评价方式的全面变革,为实现教育现代化提供基础支撑。他强调要把信息化领导力概念引入高校领域,认为高校领导者应当利用信息技术来全面提升学校在教学、科研、人才培养等方面的效果。

北京工业大学校长柳贡慧做“让教育信息化为京津冀协同发展提供创新动力” 主题演讲,从京津冀协同发展的定位和主要任务出发,分析了京津冀协同发展中高校所面临的新挑战。他认为在“互联网+”时代的大背景下,信息、数据和平台的一体化协同赋予了京津冀一体化新的时代特征,提出教育信息化要为京津冀地区在协同发展中提供引擎、抓手和创新动力,并提出了建立“京津冀教育信息化创新联盟”的新思路,来探索区域教育信息化协同之路。

西安交通大学副校长郑庆华做“教育大数据的挖掘分析与利用”主题演讲,他指出,让大学管理更高效、教育评价更精准、教育教学更智慧、师生服务更个性是教育大数据的四个重要价值,挖掘教育大数据中的价值并加以充分利用,是提升教育教学质量、管理服务水平的新途径、新技术。他以陕西省高等教育大数据服务平台、“MOOC中国”、西安交大智慧教学管理三大典型应用为例,从教育大数据的汇聚融合与挖掘应用的角度分析了如何运用教育大数据技术推动大学管理和人才培养的创新改革,展示了教育大数据对提升西安交大乃至陕西省高等教育办学和管理服务水平的重要促进作用。

在三个平行论坛上,重庆大学副校长李茂国主持了“信息技术与教育教学融合创新”方面的研讨,与北京林业大学副校长骆有庆、北京开放大学校长黄先开、北京工商大学副校长方德英、国际关系学院副院长孙志明等校领导围绕“互联网+” 背景下的人才培养创新各抒己见,介绍了各自学校在优质共享资源开发、在线教育平台建设、慕课情境下的翻转课堂实践、线上线下教学结合的O2O新型教学模式探索、在线教育管理与学分认证制度等方面开展的探索与实践。他们认为:信息技术与教育教学的深度融合是时代的潮流,以慕课为代表的在线教育模式将带来前所未有的教学效果和教学体验,慕课等的不断普及可能会引发高校在一定程度上重构教育分工,因此,要加快推进教育教学信息化,实现信息化与高等教育的深度融合。

北京联合大学副校长张连城主持了“信息化引领管理服务模式创新”方面的研讨,与中国科学院大学副校长杨国强、中南大学党委副书记蒋建湘、北京建筑大学党委副书记张启鸿、大连海事大学副校长潘新祥等校领导围绕信息化对高校管理与服务的变革进行了深入的研讨,他们认为:要让信息化深入到高校更多的核心业务领域,产生大量“化学反应式”的融合与创新,推动机构重组与流程再造,为教育质量的提高与领导决策提供了便捷、可靠的信息化支持;要积累数据、分析数据,让数据为决策服务、为教学服务,利用大数据探索教育规律,利用可视化和大数据技术实现教育质量监控评估和教育智能决策分析,为教育决策提供有效依据。研讨中他们还分享了各自学校的成功实践,如:实现对大规模课程、论文、学生、导师等数据资源的深度挖掘和行为分析,为各级领导和主管部门了解动态、制定措施、寻找差距、诊断问题、优化教育资源配置提供支持;利用大数据分析改进学生管理,实现从被动管理到主动管理、从群体管理到个性化管理、从粗放管理到精细管理。

华东师范大学党委副书记、副校长任友群主持了“高校IT治理与体制机制创新”方面的研讨,与华南师范大学副校长胡钦太、黑龙江大学党委副书记曲科军、南昌大学副校长李建民、北京电子科技职业学院副院长李丽萍等校领导围绕CIO体制如何在我国高校落地、高校信息化人才队伍建设机制、高校信息化驱动与激励机制等问题展开了热烈的讨论,实话实说,碰撞出很多火花。经研讨,校长们形成了不少共识:高校信息化领导体制已经成为信息化发展的瓶颈,学校副职分管信息化基本上只能做好信息化基础设施建设和日常运行工作,难以有效推动信息技术与教育教学的深度融合,迫切需要建立符合中国高校实际情况的CIO体系;要加大力度解决高校信息化人才队伍建设问题,采用多种编制的混合模式建设学校信息化专业队伍,在职称晋升和薪酬激励制度方面改革创新,使高校能够留住信息化方面的高端人才;要以应用驱动为指导原则推动信息化建设,包括应用驱动服务、应用驱动数据、应用驱动需求,强化信息化绩效导向,推动教育信息化良性发展。

本次校长论坛从3月份开始筹备,在中国高等教育学会指导下,我分会和北京联合大学一起成立论坛筹备工作组,下设秘书组、宣传组和会务组,协同配合开展论坛的筹备工作。第一次承办中国高等教育学会主办的高等教育信息化校长高峰论坛,对于筹备工作组来说,压力还是很大的。幸运的是,在大家的共同努力下,首届高等教育信息化校长高峰论坛取得圆满成功,70所高校领导报名参会,实到校领导近40人,参会人员200余人,会议从始至终气氛热烈。参会校领导都认为本次论坛适逢其时,收获颇丰,并且希望论坛能够持续办下去,为高校领导提供一个论道信息化的专门平台。

There are a number of ways to think about this question and how to answer it.There is the Willie Sutton approach.You may know that when he was asked why he robbed banks, he replied, “Because that’s where the money is.” Professors Claudia Goldin and Larry Katz, whom many of you have encountered in your economics concentration, offer a not dissimilar answer based on their study of student career choices since the seventies.They find it notable that, given the very high pecuniary rewards in finance, many students nonetheless still choose to do something else.Indeed, 37 of you have signed on with Teach for America;one of you will dance tango and work in dance therapy in Argentina;another will be engaged in agricultural development in Kenya;another, with an honors degree in math, will study poetry;another will train as a pilot with the USAF;another will work to combat breast cancer.Numbers of you will go to law school, medical school, and graduate school.But, consistent with the pattern Goldin and Katz have documented, a considerable number of you are selecting finance and consulting.The Crimson’s survey of last year’s class reported that 58 percent of men and 43 percent of women entering the workforce made this choice.This year, even in challenging economic times, the figure is 39 percent.cVC大学生英语网
